We are pleased to present the comprehensive report prepared by Peace Dialogue NGO, based on precise monitoring conducted from January 1, 2020, to December 31, 2022. This undertaking was initiated at the outset of 2020, with the primary objective of highlighting the significant role of civil society in shaping and implementing state policies pertaining to the protection of human rights within the Armed Forces. Within this initiative, a monitoring group comprising representatives from civil society organizations operating in Yerevan and throughout the regions of Armenia closely monitored the implementation of the Action Plan within the defense sector.

This report serves as a culmination of the monitoring process, offering an exhaustive analysis of the data collected by the monitoring team. In addition, it encompasses a valuable assessment of recommendations provided to Armenia by esteemed international organizations, relevant national and international legal instruments, as well as cases brought before the European Court of Human Rights by concerned citizens.
